The Transformation of Halal Certification Policy in Indonesia
An Islamic Law Perspective on the Implementation of the Self-Declare Scheme

The transformation of halal certification policy in Indonesia has advanced significantly through the introduction of the self-declare scheme for micro and small enterprises (MSEs). This policy reflects the government's commitment to making halal certification more inclusive, efficient, and accessible, while fostering the independence and long-term sustainability of the national halal industry. This study aims to examine the implementation of the self-declare scheme in strengthening the sustainability and self-reliance of Indonesia’s halal industry. This research employs a normative legal approach, analyzed through the perspectives of Islamic legal theory and public policy. The findings indicate that the self-declare scheme has substantially increased the number of halal-certified products, expedited the certification process, and reduced certification costs for MSEs. These outcomes have broadened access to halal certification, particularly for small-scale businesses. Nevertheless, several challenges remain, including ensuring effective supervision, maintaining the validity of self-declared claims, and enforcing compliance with halal standards. Addressing these issues is essential to preserving the credibility and integrity of the halal certification system. When implemented effectively, the self-declare scheme represents a strategic policy instrument for enhancing the competitiveness, resilience, and independence of Indonesia’s halal industry, while also contributing to sustainable national economic growth. From the perspective of Islamic law, halal certification is closely aligned with the objectives of maqāṣid al-sharīʿah, particularly the protection of religion (ḥifẓ al-dīn), life (ḥifẓ al-nafs), and property (ḥifẓ al-māl). Accordingly, this policy transformation constitutes a legal and regulatory measure designed to provide protection, assurance, and consumer confidence regarding the halal status, safety, and quality of products, especially for Muslim consumers in Indonesia.
